This is par for the course. The "investments" are going to the local activists under the guise of job training, while the actual jobs will fail to materialize.
(1) National race-baiters exploit an incident and fan the flames of racism
(2) Local residents burn their community to the ground in anger
(3) National race-baiters call for "healing" and extort local governments and businesses
(4) Local residents stew in their own feces and wonder "whey them jobs be at."

Maybe the black business community can step up and move into this area.

Mmm, more jobs for liberal extortionists, no market for the local citizens, a showpiece for local political leaders, fewer jobs for local citizens, and worst of all, one less place to steal boxes full of cigar wrappers for blunts.
But there’ll be a jobs program.
