That was my first thought too....

That being said if you ask 100 people can you surf the web by email, I bet at least 75 % would shake their head yes....

Take your pick: V.N.C., R.D.P., S.S.H. tunneling (SOCKS proxy), even a V.P.N. tunnel.

Presumably, in order to keep an eye on the server, one of these remote access services were installed.

The VPN tunnel is more transparent: once it is set up, topologically, you are at arms length from the server, and all Internet traffic will be seen as originating from the server, making an end run around the Government network.
