I think that voting to table the bill means that, had the tabling motion passed, there wouldn't have even been a vote on the budget. So a "yes" vote would have been a vote to keep the buget vote from even occurring.

Voting to table the bill is still waving the white flag to me. You may not understand the term. To "table" the bill is to remove it from consideration and move on to other business. So if your rep voted to table the bill, they did NOT want it to even get a vote.
