Personally, I think he was rewarding the Teacher's Unions, who had supported him in the 2008 election; although, I also think that he hates Bobby Jindal and was using the voucher thing to give him the proverbial finger.

I think this President is so petty and vindictive; and, there are some people that he has special hatred for and Jindal is one, and, I believe, Paul Ryan is another. I have tried to figure out why, and the only reason I can come up with is his ego simply can't stand the fact that they are the "young turks", the "real deal"; and, he is a poser and he knows it.
