BS, a little girl shouldn't be exposed to that kind of situation in the first place. Period.

Let me repeat, she was a little girl when she started.

And it was illegal when she first tried it. Little girls shouldn't be exposed to lots of things that adults do... but the answer isn't in big government banning everything for adults.

In fact, I would argue that the more we rely on big government to tell us what we should or shouldn't do the less we rely on ourselves and our families, and that makes us more susceptible to danger in the long run.
