Legalization has nothing to do with it... it's always been available, and always will be... legal or not. Addiction is addiction, regardless of the substance-du-jour. One needs to deal with the addiction itself.

Cement -- YES. Blaming the booze, the pot, the "disease," for the problem is like blaming a gun for a shooting. The alcohol isn't what spoiled a beloved's life, and blaming it on the alcohol has given him a sympathetic out.
It's all behavioral. It's very difficult to accept. Thinking of it as a disease relieves self-responsibility, but if addiction is a disease, it's self-inflicted and self-cured, even if that self-cure requires the Lord. The truth is that addiction is behavioral, and in it lies as best a "solution" as one can find.
