If the police do not have a legal right to search a person or persons for weapons if they are in a place where it is legal to possess said weapon, How could they be in fear for their lives if there is a Reasonable Expectation that an American Citizen might be armed, as the 2nd Amendment guarantees this right??

To put it another way, Should Muslims be allowed to behead someone because they fear he might use his 1st Amendment right of Free Speech to offend them??

That "I was in fear of my life" clause is how they get away with murder. One can fear for their life 24 hours a day no matter where one happens to be. It does not mean one is about to lose one's life.

At one point in time long, long ago the police were taught to protect from the evil doers. Now they are indoctrinated that it is "them vs. us." To them, we [collectively] are the scumbags that they are protecting the public from. In their eyes, the law abiding citizen is merely a criminal he/she hasn't arrested yet. U[on making contact with one of them, if one does not immediately prostrate ones self before them, they prostrate you by grabbing you by the arm and throwing you face down upon the concrete or asphalt. In a situation where a lone officer has to act on a car with four people, any of whom might be armed and dangerous, because backup is too far away, a handgun doesn’t cut it, you need a shotgun, even if it requires you to open your trunk.
