This story confuses me.
I thought it was the chief of police of Detroit who was urging everyone to buy a gun and protect themselves because the police are undermanned.
The municipal police force in Detroit is definitely undermanned and underfunded. A fairly large corps of legally armed and determined men in these neighborhoods would be a good first step in taking back the night from the vultures and raiders.
“Gran Torino” was a documentary of just how this could be done.

It takes years for a police chief to make major changes in a large, urban, police force culture.
