It is not quite as bad as you think. As I recall, the number of black men with a record, in the urban center of Milwaukee, was near 50%. A majority of residents, even in those hot spots, are not criminals.
The real nasty criminals belong to a crime “micro-culture”. We can break this, but you have to change the culture. The best and biggest change you can make is to get the population to trust the police, instead of being in a “no snitch” mode. If the police start respecting law abiding black men, it is a good start.
