Encouraging on the face of it. However, my first inclination is to want to compare the decrease in violence with a change in the population resulting from desertion of its working citizens as a result of the financial bankruptcy problems. Couple this with what I’d expect of a relocation of those citizens disposed so regarding entitlements, etc. to newer, better pastures and this might not be such a victory at all.
Less available victims - less crime.

One problem I have with the "justifiable homicide" designation is that they're counted as a homicide even though no actual crime was committed. They are then counted as a homicide when they shouldn't be counted as a crime at all.
There has been a spike in crime over the past 6 weeks or so but I attribute that to the general unrest driven by the democrats. There has been no major protesting like NY or LA.

There’s always victims: most street crime is in poor neighborhoods, where naturally the victims are poor themselves. Around the world where there are concentrations of blacks, you have the savage black wolves preying on the hapless black sheep. Unfortunately, much of Africa itself is in that very situation.

I understand the predominance of victim types, but if there are less citizens, there are less total crimes. If you want to talk about per capita rates, then that’s a different story.

“homicide” is simply the act of a human killing another human being, as opposed to, say, death by accident, death by suicide (self-death), death by animal mauling, etc.
use of the word “homicide” does not imply a crime has been committed.

Too bad the national GOP is too stupid to take credit for it. After all, its GOP policies driving the changes.
Obama was here in November claiming that he had created jobs in Detroit. The reality is that Obama has largely ignored Detroit and actively attempted to stand in the way of job creation. There has been job creation in Detroit but its all been driven by GOP policies. Unfortunately know nothing "conservative" pundits simply took the easy route and attacked Detroit.
Those pundits should take a look at the deal for the new Detroit bridge as a major coup for the GOP. After better than 30 years Rick Snyder got a deal for Canada to pay the entire cost of building a new bridge. Obama refused to release funds (250 million) for the customs plaza unless Snyder agreed to give $100 million to the union pension funds. Snyder refused the money and started the project without approval. The feds will use it because Detroit is the second busiest freight crossing on the continent.
The left complains about business having increasing control over the city but those evil businesses are investing huge sums of money into the city. They have started calling Detroit "Gilbertville" because Dan Gilbert has dumped almost $1.5 billion into the city on his own. He didn't become one of the world's wealthiest people by making bad investments.
My brother in law works downtown in the Compuware HQ and he was telling me that Dan Gilbert showed up with the Google board of directors for a meeting with the Compuware bigwigs and then they spent a week looking for a downtown skyscraper to buy or lease. My bro in law says the word around the office is that they signed a deal and will be bringing a regional hub or HQ of some sort into town.
The finalization of the bankruptcy deal has started a big money Texas land rush. Texas developers have bought up several old 1920s era warehouses for redevelopment into upscale retail, and housing spaces. They've also been on the riverfront making plans for luxury hotels, retail and housing. Even the Packard plant has been bought, taxes paid, and cleanup begun in preparation for a half billion development.
Basically the state level GOP policies are having the same effect as opening up indian territory used to have in the late 1800s. Also, Detroit hit bottom first and can start rebuilding while many other cities have yet to hit bottom.
