Last week, Congress approved the Fiscal Year 2015 Consolidated and Further Continuing Appropriations Act. Included in the Act were a number of pro-gun provisions that prevent the Obama administration from implementing its anti-gun agenda.
the Act prevents funds from being used by the Obama administration to implement the United Nations Arms Trade Treaty.

I recall reading that the cromnibus actually gave POTUS one billion dollars for gun violence research, which means one billion for more gun control. I could be wrong, but it sounds to me like the Republicans didn’t know what the hell was in this Bill before they passed it.
