One can be a good politician in the sense of being successful without being a good person or a politician whose policies are good for his country. One can also be a fine person who means the best for the country and a poor politician (John Adams, Herbert Hoover).
RFK wasn't such a great politician--he won one Senate race in a heavily Democratic state, but he was going to lose the nomination to Hubert Humphrey, despite his win in the California primary.

Pretty sure Baxter admires Bobby Kennedy - the man. I doubt he would make the distinction the he admires him as a politician.
