Using the guy’s own data from the excerpt puts the lie to his entire premise.

15*C is less than 25% of 66*C

288*C is 85% of 336*C

He claims 17.6% is the same as 15%.

No, the author is spot on.

You have to do the comparison in absolute temperature (Kelvin), and not relative temperature (degree C).
