Approach a cop and ask a silly question and you can get arrested. I know, sounds stupid. But I’m quite sure California has such a law. He can just be sitting at the side of the road filling out reports in his car.
However, I can't believe the stalk-ee didn't think of this right away....and put a trace on the license plates of the stalk-ers....and then let us all know who owned the vehicles.

See my post #34. I’ve lived the spy movie. I have a very dear friend that was like a brother to me growing up. He’s in an alphabet agency and the two of us laugh together knowingly about the crap I’ve gone through. A trace of the license plates would have led to a dead end. The best option is to pretty much openly mock them and let them know that you know.
I’d love to see the text of that law.
