So if the Republican Congress goes the miles, ultimately over rides Obama’s veto, and delegates the funding to initiate the project it will be through the Department of Energy Obama controls will it not?

It is a private sector project. No government funding involved.

Would not the funding be for government agency oversight? That’s what I’m talking about. IOW wouldn’t Obama be able to use his control over agencies to intimidate, obfuscate the project to the point nothing gets done?

The guy is a real piece of work. I’d believe the only way to get anything done is to get rid of him via impeachment, and removal ASAP.
