It makes no difference how old the weapons were, Iraq was responsible for accounting for all of it, destroying all of it under UN supervision, and destroying all delivery devices. It was also required to produce all prototypes, plans and weapons documentation for its wmd programs and instead we found prototypes buried in gardens and plans and paperwork all over Iraq that hadn't been destroyed or handed over to inspectors. It was also responsible for accounting for all the precursors it purchased. Last time I checked the precursors found weren't all "old," Iraq had achieved the ability to produce many of them locally that it used to have to smuggle in, and Iraq was ordering growth media, precursors and high strength tubing right up to the war.

And Iraq's long range missile program according to Kay- was more advanced than we suspected, which was why they caught our attention when they built a new missile engine test stand immediately before the war.
