The reason France did not participate in REFORGER is because France was not a member of NATO at the time. DeGaulle took France out of NATO’s military structure but they rejoined, much later.
This is making me Hungary.
Turkiye is waiting for ISIS to wipe out the local Kurds and is not averse to ISIS getting that Caliphate set up. The Turks think they can then step in and depose the Caliph and erect one of their own in Istanbul.
