Yes, people will stop congregating voluntarily. But government “shelter in place” orders for how long? 40 days? 6 months? A year? Who will deliver food? Who will work to produce and deliver food, water, power, and remove sewage?
Exposed people must spend 30 days in “The Slammer” isolation at Ft. Detrick and a good number go insane...after only 30 days. The people locked in the apartment in Dallas are already going nuts.

First of all, as far as I am concerned they were already nuts!
Second, I will be just fine staying in my “safe area”. I will be able to walk outside. Go fishing. Talk to neighbors...at a distance.
