Exactly. How does this happen?

The Department of the Treasury announced last night that it has implemented new rules...

I thought we elected politicians to make rules and set policy. Yet, look at what the IRS, EPA, HHS, DOE, and other agencies are doing. If politicians aren't writing the rules, what the hell do we need them for, anyway? Perhaps it's time to fire the lot of them.
