Mark Levin has proposed the way with his book The Liberty Ammendments.

The states can amend the Constitution without any interference from the Federal Government. It taks a super majority to pass changes but it is a way to control a strong central gov’t that isn’t obeying the Constitution.

“but it is a way to control a strong central gov’t that isn’t obeying the Constitution.”

If they’re not obeying it now what makes anyone think that adding a few more words to it will make them change their behavior?
