Chief said he wasn’t responding to the robbery, but admits he could very well have heard the radio traffic and that he did see the cigars...
Might I suggest watching the entire press conference or reading the transcript...

Jackson said the officer was aware cigars had been taken in the robbery of a store nearby, but did not know when he encountered Brown and Dorian Johnson that they might be suspects. He stopped them because they were walking in the street, Jackson said.
But Jackson told the Post-Dispatch that the officer, Darren Wilson, saw cigars in Brown's hand and realized he might be the robber.
Doesn’t matter. Wilson had been assaulted once, and Brown tried to take the gun. He was charging the officer for a second attack.

That was probably true when the officer first stopped Michael and his friend. However very shortly there after I believe things changed during the stop with new information over the police radio. It would be a fair assumption that Michael and his buddy thought they were being stopped for the theft and that was the reason they acted like they did.
