The baby wasn't shot, she fell out of her mothers arms when the cop manhandled her, cracked her skull on the pavement and later died.

This is so outrageous that I don't want to believe it. But I do.
This is an appalling lack of professionalism by the cop coupled with civil disobedience by the mother.
Unfortunately, when a cop says "You're under arrest", it's not negotiable.
But the cops need to keep their temper in check. She was no threat to anyone.
