I am mixed about this. If it is not ready what is the point of carrying it?

The can be made ready in seconds. The point is to show that you have the first and second amendment rights to carry them openly.

This is an -in you face- statement to the statists that the Constitution means something and the power of the state has limits defined by law.

I look at it this way. When carrying at a rally like that you aren't really carrying for self defense. You are carrying basically "for display only." So taking steps to ensure safe handling as well as reassuring any nervous or over zealous law enforcement that you know what you're doing are a big plus. Of course, I'd still have my loaded pistol in a concealed carry holster. ;-)

I believe it is somewhat similar to people who open carry a handgun. Concealed carry - that's for self defense. Open carry... Well, that is also for self defense but by being open about it they are also making a political statement (sort of a mini rally/demonstration of rights) and they are also acting as a deterrent. I know, many people claim open carry is dangerous because a criminal will probably target you first to remove the threat (you) to him/her. On the other hand, many (most?) criminals are cowards and would rather not get in a fight at all but rely on intimidation. They see guns in a place, they pick another place.

Indeed. A firearm that cannot fire is, for the time that it is disabled, not a firearm. Requiring that it be disabled is to require that one convert a firearm to NOT a firearm. That is a textbook infringement to my mind.

IMO, it’s to get the people on the street acquainted with the fact that people who are open carry are not scarey and that they should not be alarmed at seeing guns on the street being carried by just everyday folks and their neighbors.
