This change in police behavior began in earnest in the mid-1970s, with a few high profile random police assassinations in the US. So the federal government encouraged all police to move from the “Old West”-type behavior to the “SWAT”-type behavior.

The most significant effect of this, other than to create a hostility between the public and the police, is that *more* police are being injured and killed, along with *far more* civilians.

But the bottom line is it has taken 35 years to create paramilitarized police forces, so it will be a process to return them to what they should be.

The reform begins at the state level, and parts of it are already happening. What is needed, however, is for states to accept it as a unified concept, a means to restore public confidence in the police, as well as to train the police against behaving like paramilitaries.
