The observation I made on another thread was that we might see a situation wherein private citizens form militias to secure the border because Obama doesn't WANT TO! But as soon as that happens, we could see the Obama Administration deploying armed agents to confront the militias. And why? Because the Obama Administration would be defending its right NOT TO SECURE THE BORDER and would be willing to MASSACRE AMERICAN CITIZENS who DO want it secured!

There is no such right — in fact, there is obligation:

US Constitution, Art 4, Sec 4
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.
