Without having seen the memo, this sounds like they have a fairly disturbed employee on the loose. While I'd like to make a catty remark about EPA, this can happen anywhere. You may recall the not-so-long-ago case of someone who was leaving his calling card on sliding boards in children's playgrounds. (Don't recall if that was a national or a local story.)

Why they had to enlist a consultant, however, I don't know. Unless, of course, the Obama adminstration is investigating another form of deviance to turn into a protected class. At the rate we're going, I'd not be surprise if hallway pooping turns out to be the next crusade of the U.S. State Department, and John Kerry will be giving demonstrations in embassies around the world.

“placing” - could mean that the poop was pooped elsewhere and moved afterward...sounds like they need to commission a study to find out, and then have an investigation to determine who and when, and oh by the way, better give grants to some university professors to research this...it’s the EPA way.
