Determining “guilty” and “victim” lineages would require individual genealogies of some 300,000,000 people.
Punishing the innocent is likely, arguably 100%.
Only a very limited number of lineages in a small number of states could conceivably be subject.
Statutes of limitations apply in every conceivable way.
