My 19 yoa son has far more HG and other small arms training than most members of federal military establishments. Yet, he is not “privileged” to carry concealed.

RE:"
The department of public safety shall issue a permit to an applicant who meets all of the following conditions:
1. Is a resident of this state or a United States citizen.
2. Is twenty-one years of age or older or is at least nineteen years of age and provides evidence of current military service or proof of honorable discharge or general discharge under honorable conditions from the United States armed forces, United States armed forces reserve or a state national guard."
I like it!

Question: If AZ is a Constitutional Carry state, whose constitution says of the subject Art 2., Section 26. The right of the individual citizen to bear arms in defense of himself or the state shall not be impaired, but nothing in this section shall be construed as authorizing individuals or corporations to organize, maintain, or employ an armed body of men.
then how can there be any legitimate permitting process for AZ citizens? How can a permit even be required in any case involving a citizen of AZ whatsoever?
