Question? Did the Police Department have a permit to hold the buy-back event?
Wait a minute. Aren’t those people selling something that turn in their guns? Why aren’t they being charged for not having a permit?
This looks like an opportunity for a gun rights group to show up with attorneys and a camera crew at the next buy back event.
The objective of the “buy backs” is to get guns out of the hands of private citizens. The ultimate goal is for the govt to be the only ones with guns.
Silly Circles (roundabouts) are the same thing with land; an attempt to remove as much land from private hands as possible. Ok, that and to frustrate us out of our vehicles and onto govt transportation.

Not sure if this applies to this specific instance, but it does prove that you don't need a license, gun registration, or any of a myriad of bogus "laws" or policies that really don't apply

I bet they were crawling all over themselves to get a hold of the guns for their own collection and didn’t want any competition from the common folk. Err you need a special permit to do what we can do without one sorry move along.
