They likely estimated how many wouldn’t sign up in order to establish the revenues they would be collecting for not complying...either way they get revenue into their coffers which is really all this is about.
but...as you say..if they can find you. Any who get tax rebates it’ll be deducted from their return.
As I said it’s a win win for the Gov. either way...money in, money out.
