Their ratings could hardly be lower - a test pattern would probably draw the same number of viewers. Why does NBC keep this entity funded? Do they think it provides some sort of prestige?

Bit of a grandiose title. Maddow and company are but voices in a system. Systems continue. Just as Obama is only the president.
