I have no idea what you are talking about.
Congress today levies no direct taxes on the states. Quite the opposite. The Federal government today heavily subsidizes state governments.
What you call ‘vital information’ is in fact irrelevant.
I can't tell if you're hung up on the issue of apportionment or hung up on real conservatives.

Those who reject and ignore abiding by the intentions and beliefs under which our Constitution was agree to, as those intentions and beliefs may be documented from historical records, wish to remove the anchor and rudder of our constitutional system so they may then be free to interpret the Constitution to mean whatever they wish it to mean.
Madison wrote something like this..that of all taxes, excise is the least abhorant.
Madison, as all the rest, viewed taxation as tyranny-except maybe for Hamilton.
BTW, I believe that the ratio is about 7200 reps per capita in the whole of the USA. Might be wrong on that but...

Fourthly That Congress do not lay direct Taxes but when the money arising from Impost, Excise and their other resources are insufficient for the Publick Exigencies; nor then, untill Congress shall have first made a Requisition upon the States, to Assess, Levy, & pay their respective proportions, of such requisitions agreeably to the Census fixed in the said Constitution in such way & manner as the Legislature of the State shall think best and in such Case if any State shall neglect, then Congress may Assess & Levy such States proportion together with the Interest thereon at the rate of six per Cent per Annum from the Time of payment prescribed in such requisition-
Also see an Act laying a direct tax for $3 million in which the rule of apportionment is applied and each States Congressional Delegation returned home with a bill in hand for their States Governor and Legislature to deal with. And then see Section 7 of direct tax of 1813 allowing states to raise and pay their respective quotas in their own chosen way and be entitled to certain deductions in meeting their payment on time.
Maybe someday the people will take note of the importance of the rule of apportionment, but I doubt it judging how the personal attacks keep coming my way for defending our Founding Father's wisdom regarding the rule of apportionment.
