His tax return could say anything he wanted it to say and the most untoward thing the IRS commissioner could possibly think of doing is to is make sure Obama had every chance to have his pipl correct it before some opposition operatives "got hold of or misused" any information therein.

The operative word in your post is “could.” Over the last seven years since Obama first announced his candidacy no one has been able to present a court of law or a committee of Congress with probative evidence that what you think “could” have happened, did in fact occur.
An Obama appointed IRS Commissioner did not take office until November of 2012. For Obama’s first term, Douglas Shulman, a George W. Bush appointee ran the IRS.
