The hills [mountains] mentioned are in Chapter 17 (verse 9) and pertain to the whore that rides the beast.
Why should the city in chapter 11 (spiritual Sodom/Egypt) also be the whore mentioned in chapter 17?
Not the whore, the great city.
The great city is the one that is destroyed in one hour.
