I went to Google maps at the address, 998 Dorchester Avenue, Dorchester, Massachusetts…There a Vietnamese music store exactly at that address so I assume it’s a Vietnamese neighborhood?

It has always been an immigrant neighborhood.
It was populated mainly by working class Irish from the early 1900’s until Vietnamese started coming in about 30 years ago.

Or it became one somewhere along the way. When Wahlberg was born in the 1970s it wasn't. By 1988, things had begun to change. It's when neighborhoods are in transition that incidents like this happen.
