It was James Carville the supposed genius behind the Clintons who said that. And he said it about Paula Jones who was telling the truth about being summoned before then Governor Clinton by Arkansas State Troopers. Clinton told her he was talking to her boss and he was about to make big changes in her Department but if she did he right thing she wouldn't have to worry about her job. Then Clinton pulled out his penis and demanded oral sex. Paula Jones refused and left.
Later Paula Jones famously testified about the incident under oath describing Clinton's small crooked penis.
This led to the best description of Clinton that I have ever heard, “A small crooked penis with a lying politician attached to it.”
And not one person who has interviewed Carvel has ever called him on it. And that includes the ones on Fox.
