If they do not melt down these guns, then they should be charged with fraud and prosecuted to the full extent of the law. But the idea that it would reduce the number in circulation is fraudulent on its face, unless it is only a temporary and local measure. Reducing the number of used guns available in the market just increases the demand for new guns.
