You are right. Once these folks are on the path to becoming permanent residents/citizens they will likely have to be paid a minimum wage; so I don’t know how that benefits business UNLESS, of course, there is a continuing stream of those willing to accept the $3.00 per hour. Mind you, there are laws on the books that penalize businesses for hiring illegals - I don’t believe farmers, for example, are exempted.
