Great numbers of animals live on vast tracts of developed or undeveloped public land, to be sure, and many live on privately-owned ground too.
But unless someone is providing feed or shelter for animals, birds or even fish, they almost all in fact are working terribly, terribly hard to stay alive.
Indeed their situation is more akin to being constantly at war, with the elements, other wild beasts, and with human beings, than it is like depending on welfare.
