A confidential training manual for Obamacare navigators that threatens prosecution for unauthorized dissemination is on the Internet for the world to see.
The 217-page manual reads like a primer for Amway or novice car salesmen, offering sales advice on how to disarm potential customers who could be lured into purchasing insurance through exchanges created under the Affordable Care Act.
Section headers include Smile: Maintain a Positive Demeanor, Make the Customers Feel Welcome, Listen and in what must now seem ironic given Barack Obamas troubles with over-promising Build Trust: Be True to Your Word.

CMS allows flat files to be used as enrollment applications for Medicaid — “In a letter sent to State Medicaid Directors, the Centers for Medicare and Medicaid Services (CMS) stated the agemcy would allow states to use flat files, or files with very little information about new Medicaid enrollees, to intermittently count as full applications in terms of enrolling individuals into state Medicaid programs under the Affordable Care Act (ACA).”

Does anyone one see income verification in this document? Will they match the applications with the W2? I thought that for 2013 they were enrolling applicants on the “honor” system. The language the book uses is income estimation. The lack of verification could be the reason the Medicaid enrollment numbers are higher than expected. Once enrolled in Medicaid, are participants ever asked to verify income in subsequent years or is it a lifetime benefit?
Don’t read the funny pages, just read this section from the manual.
2.2.4 Build TrustBe True to Your Word
Be candid, open, and honest in your responses to consumers. Treat consumers in ways that you
think they would want to be treated.
Be open with mistakes. Be aware of your responsibility in any situation or outcome. Apologizing when things go wrong demonstrates that you care about consumers and their experiences.
Only offer consumers something that you are sure you can give them. Dont promise timelines you are not sure you can fulfill. Stick to deadlines, make sure you turn up promptly for any appointments and never make promises you cannot keep. If situations change, let consumers know as soon as possible.
