I noticed that when I read the report. The first LEO arrived 6 minutes before he entered the building and reported he could hear the gunfire. Why was his first instinct not to go into the school instead of waiting? I know I wasn’t there and I don’t know how I would react, but I’m just wondering....

When they say law enforcement they mean “code enforcement.”
These are not people to protect us, they’re revenue agents. They have no legal duty to protect anybody. This guy probably signed on to write tickets and collect his retirement.
Because just as at Columbine they first had to do the old gambit of establishing the perimeter. Never mind innocent lives are being slaughtered, LEO’s must first “establish the perimeter.” The police should act like police and quit trying to adopt military tactics.
