Both documents appear to contain the same handwriting.
It is also difficult to compare printed writing with cursive handwriting. Having said that:
To me, on page 14, the person who printed U.S.C. is not the same person who printed U.S.C. on page 34. The “U”s are very different as are the “C”s.
Same with the printed “OBAMA” on the two pages.
