The author needs to do a little research. The Ready Reserve Corps used to be a designation of the United States Public Health Service active duty officers, the other designation was “Regular Corps”. There were some small benefits to making the effort and commitment to becoming Regular Corps. But the ACA, in one fell swoop, made all active duty USPHS officers “Regular Corps” and designated the Ready Reserve Corps as a group of non active-duty doctors who were willing to be called on in emergencies. They might get some medical school loan forgiveness for the commitment. The edict has been a nightmare for the Corps. And so will be the Surgeon General nominee.
