Not “thoroughly inept”, more like seeking out the most thoroughly corrupt regimes to partner up with. A dictator-despot would reach out to countries like China, NK, Iran, Venezuela, Cuba, Mexico, and the like. It’s like looking for acceptance on the world stage by associating with the worst bad actors the world has to offer. Only a person with a third-world upbringing would gravitate towards these types.
