That is irrelevant. The EPA is an agency in the executive branch to administer and enforce the laws. That's why the EPA was created.
You can defund the EPA but the Clean Air Act is still the law. As is the Clean Water Act or the Safe Drinking water Act. Thru the years congress has passed many acts that have become part of the US Code Book.
And thru the years the courts have made many decisions that carry the weight of law and are in the US Code.
Well golly, lets defund EPA and that will make all the legislative acts and judicial decisions impertinent?
