The whole concept here was to throw as much gummint $$$$$$$ at potential Democratic VOTERS as they possibly could, then obfuscate the issue as long as possible whilst keeping up the flow of $$$$$$$$$$$$$$$$$$$$$$.

ANd now they are intent on controlling health insurance monies - which is another 20% of our economy.

This outright looting of the fund points to the excesses of the government unions. They've set up a system where you get bonuses for either giving money away, or in the case of the IRS, collecting as much as possible from the taxpayers.
The bonuses encourage employees to work for themselves rather than to improve the service the agency is supposed to provide.

Over the past 25 years corporate America has gone through waves of downsizing in order to become efficient and globally competitive while government has become bloated with layers of bureaucracy and red tape. In the private sector downsizing forces the organization to be efficient by dropping unnecessary tasks and eliminating layers of administrative management that delay decision making.
In turnaround situations it is not uncommon for a new CEO to permanently eliminate 10% of management positions during the first week in order to cut expenses and reorient the remaining employees to working more effectively and efficiently. Productivity gains are normally experienced as employees focus on the critical mission, eliminate unnecessary tasks, and deliver results faster.
The federal agencies in Washington have become so bloated they could use a 25% immediate reduction in headcount. A skillful CEO, appointed to head an agency and empowered by Congress to improve performance, would review the numerous activities the agency is performing and eliminate those not supporting or conforming to the primary mission. Eliminate completely the departments or work groups that don’t support the mission. Eliminate the outside contractor work, and grants to nonprofits, that exist purely as a political payoff. Take out layers of staff to make the headquarters function lean and responsive of the activities in the field.
The sequester should be accomplishing the same result but are not because community organizers and political hacks are implementing it plus the cuts are not deep enough.
Anyone who got cash fraudulently should do jail time. None of this “community service” bilge. Obama has the most corrupt administration in history, quite a feat after the Clintoons.
