IMHO, nobody in the upper echelons of Rat power structures even begin to contemplate the mechanics of implementing their healthcare ‘solution’.
Rather, they do appear to all share in corrupted prolonged degenerate criminal thinking. If we want to understand their modus operendi:
1) start with their rebellion to God,
2) then their substitution of anything counterfeit to His established institutions to satiate their implicit desire for what He provides and they reject,
3) their further degeneration by becoming liars, actually believing their own lies,
4) perceiving all power and authority systems are as corrupt as their personal thinking (projecting their degenerate thinking into all other matured systems of authority and governance),
5) stealing rewards of others by whatever mechanism to satiate their lusts for more power without performing work,
6) entering an economy already laden with debt to support their prior thefts and corrupt misappropriations,
7) to now where they enter the domain of healthcare.
7a) Their desire to control healthcare is independent of the industry. It could have been any endeavor or work by others. It appears they simply used the IRS to investigate and analyze where funding flowed back to those being taxed.
7b) They care less if medical expenses are deductible because that is a fundamental cost to live. Instead, they are looking for any pot of money they can steal. Medical expenses just happened to be the category with the largest deductions other than business expenses, so they are targeting that account.
7c) In order to gain popular support from somebody, they promise to share their stolen wealth with whoever supports them. They will deny it’s stolen wealth by relabeling it a tax, a premium, a responsibility, etal, any other corruption to avoid being labeled criminal.
7d) Their objective is to steal that wealth for themselves. If they can use their stolen wealth to further their power elsewhere, they will consider it and those are the mechanics of their endeavor.
8) They aren’t trying to make it fail. They are failing because they:
8a) don’t know how to render a service to their fellow man in return for an honest wage.
8b) they have grown accustomed from previous criminal thinking to control the wealth and authority they have gained from misappropriated mechanisms.
8c) they are not satiated with past ill-gotten gains, but now want even more, to a point they will become insatiable.
8d) they are become so accustomed to believing their lies and stealing from others, and also face diminishing returns, that they fundamentally don’t understand why one tools up to work to perform a marketable service or product.
8e) their resources used in the nation and government to function legitimately are and have been converted to support their corrupt operations.
8f) Even if they want to change, or other responsible people want to change the problems, the system is becoming even more corrupt and incapable of constructive change.
9) It will become so much more costly to change the system, that in a worldly fashion, they are more likely to seek even more corrupt arrogant solutions to satiate their lusts for more power, authority, and anything other than what is provided by God.
