Per Montgomery Blair Sibley, who appears to have advised Vogt, even if the court empaneled a grand jury (unlikely, IMO) it would be illegal for the public to ever be informed until and unless an indictment was brought.

I do find it interesting that Vogt claims that a female “Jane Doe” was the forger of Barry’s pdf BC.
