It is the same person who gave the go-ahead for the IRS to persecute the tea party, and the same person who denied extra security in Libya, and the same person who pushed selling the YouTube video story, and the person who decided that it was A-OK to spy on the AP, and to sell guns to people to distribute in Mexico, and to kick out veterans who were probably not going to be making a return trip there from their monuments and memorials.
