Why Medicaid? I mean, is this something new? Are more people eligible than used to be?

Yes, in some states but not in all. What they did was raise the income test from something like 18K to about $23K. That makes a lot more people eligible for “free healthcare”.
I understand and agree with the States that didn’t expand Medicaid. But everyone has to pay the taxes for the expansion so those States the citizens) are funding all those thousands that are signing up in the States that did the expansion.
